
太阳城大会情况
世界太阳城大会是由世界太阳城协会发起的国际性会议,世界太阳城协会是经联合国认定的、由世界可再生能源利用发达城市发起的国际非政府组织。大会旨在通过国际太阳能城市之间的积极交流和合作,推动太阳能利用,改进能源利用效率,打造可再生能源城市。大会每两年举办一次,前三届分别在韩国大邱市、英国牛津市、澳大利亚阿德莱德市成功举办。2007年德州市在与世界多个知名城市的竞争中脱颖而出,获得了2010年第四届世界太阳城大会的举办权。大会将于9月16日至19日在德州市举办,拟由世界太阳城协会、山东省政府、科技部、工信部、财政部、住建部、国家能源局、国家外国专家局主办,德州市政府承办,皇明集团协办。届时将邀请多个国家和地区的政府官员、专家、学者1000多人参加。本届大会主题为:太阳能改变生活。期间将举办全体会议及市长论坛、市民论坛、科技论坛、商业论坛等多个平行论坛,以及开幕式、闭幕式,项目签约,文艺演出,全省节能减排暨循环经济新技术新产品博览会等活动。
山东德州在新能源领域发展迅速,希望能与德国的相关能源组织及专家学者建立密切联系及加强合作。此次大会拟邀请一些德国太阳能、风能及生物质能专家与会,如条件合适将提供国际机票及食宿。有兴趣者,请尽快寄简历给周先生:zhou@fcpae.com。
德州市基本情况介绍
德州市地处山东省西北部,总面积1.03万平方公里,总人口560万,辖一区、两市、八县和两个经济开发区,德州既是一座历史悠久、人杰地灵的文化古城,又是一座生态秀美、富有活力的现代化新城,具有广揽客商、投资创业的诸多优势和良好平台。一是四通八达的区位交通优势。德州北依京津,南靠济南,西接山西煤炭基地,东连山东半岛城市群,处在环渤海经济圈之内,是华北、华东两大经济区的连结带,接受天津滨海新区、黄河三角洲高效生态经济区、山东半岛蓝色经济区的辐射,地缘优势突出。京沪高铁、太青客运专线、德石铁路等6条铁路在德州境内形成了“三纵三横”的铁路交通网,京沪、青银、德滨等6条高速公路形成了“三纵三横”的高速公路交通网,19条国省道四通八达,是全国交通运输主枢纽城市。明年京沪高速铁路通车后,1小时可达北京,3小时可到上海。二是得天独厚的要素资源。是全国重要的粮棉果菜畜生产基地和农副产品加工基地,全国首个“亩均吨粮市”和“中国粮油食品城”。石油、天然气、煤炭、地热资源、土地资源丰富;人力资源充裕、劳动力素质较高,现有的49所高校及中等职业教育学校,年可培养各类高中级人才10余万人。三是功能配套的发展载体。形成了以13个省级开发园区为主体的各具特色、优势互补、功能完备的开发开放群体,可以承接国内外先进地区的产业转移。区域通关、国际陆港,使德州间接成为港口城市,极大地降低了企业的营商成本。市经济开发区是“国家科技兴贸创新基地”。四是文明生态的人居环境。坚持生态立市、绿色发展战略,城市建设日新月异,人与自然和谐相处,社会和谐稳定,政务环境优良,投资者宜居宜业,是中国城市经济综合实力百强城市、中国最佳人文宜居品牌城市、中国人居环境范例奖城市、中国优秀旅游城市、中国创业之城。
德州又是一座特色产业突出、绿色低碳的阳光之城。按照“坚持以人为本、发展生态经济、建设低碳德州”的总体要求,把转方式、调结构作为发展主攻方向,在改造提升传统产业的同时,集中发展新能源、生物技术等新兴战略产业,太阳能、生物质能、风电、新能源汽车、地热能等新能源的生产开发利用实现快速发展。太阳能产业形成了以光热、光伏、光电为主的经济板块,相关企业120余家,主营业务收入200多亿元。累计生产推广太阳能热水器1900万平方米,占全国16%的份额。太阳能推广应用走在了全国前列,已彰显独具特色的“太阳城”景观。我市先后被国家有关部委命名为“中国太阳城”、火炬计划新能源特色产业基地、国家高技术生物产业基地、国家可再生能源建筑应用示范城市、最具投资价值的中国新能源产业城市、低碳中国贡献城市等称号。今年第四届世界太阳城大会将在德州召开,第四届中国生物产业大会将在德州设立分会场。
德州市新能源产业发展情况
目前,德州的新能源产业主要包括太阳能、生物质能、风电设备制造、电动汽车和地源热泵五大产业, 2009年拥有相关企业120余家,主营业务达到220亿元。主要特点:一是太阳能已形成光热利用和光伏产业较为完整的产业链。重点企业60余家,营业收入90亿元,累计生产推广太阳能热水器1900万平方米,占到全国16%的份额。二是风电装备制造业配套能力不断增强。风力发电机主轴、叶片、塔筒、机舱罩等配套产品形成规模化,7家重点企业主营业务收入36亿元,利税4亿元。其中通裕集团自主研发的兆瓦级风力发电机主轴填补了国内空白,达到国际先进水平,产能达到4千支,成为国内最大的风电主轴生产企业;世纪威能公司年产1000套兆瓦级风电叶片形成200套产能;株丕特公司与德国Nordex公司(德国恩德公司)合作,机舱罩、导流罩产品全部出口到欧美国家,占全球市场份额的40%。三是生物质能源开发利用步伐加快。建设了以木糖、糠醛废渣代煤15兆瓦生物质直燃发电示范项目,年节煤20多万吨,注册为CDM项目。建设的年产1万吨非粮食燃料乙醇生产线,是国内外第一套以玉米芯废渣为原料生产乙醇的工业装置,配套建设的5万吨纤维燃料乙醇项目已经完工。5家重点企业全年主营业务收入42亿元,利税4.5亿元。四是新能源汽车产业成为新的增长点。5家重点企业全年主营业务收入18亿元,利税3亿元。德州富路车业公司现已形成生产三大系列十几个品种5000余辆的产能,齐鲁客车电动客车开发完成了技术储备,积极对外合作生产。五是地源热泵产业发展迅速。以中央空调企业为代表的地源热泵产业市场潜力巨大,逐步成为我市新能主导产业之一。2009年年主营业务收入36亿元,利税4亿元。贝莱特公司地源热泵机组市场占有率位居全国前三位,市场发展前景良好。
International Solar Cities Initiative Congress
Solar Cities Congress is a meeting initiated by International Solar Cities Initiative (ISCI). ISCI is a NGO recognized by United Nations, which is composed of international advanced cities in renewable energy utilization. The congress is committed to promote use of solar energy, improve energy efficiency and build renewable energy cities through active exchange and cooperation between solar cities. It is staged every other year. The first three ones were held in Korea Daegu, England Cambridge and Australia Adelaide respectively. In 2007, Dezhou won out over other cities in the competition for holding of 2010 solar cities congress.

Introduction of Dezhou
Dezhou locates at northwest of ShandongProvince, covering an area of 10356 KM with a population of 5.6 million. It is comprised of one district, two county-level cities and 8 counties. Dezhou is a city with long history, and a rich land fostering many talents. With the ancient canal (from Hang Zhou to
Dezhou boasts its abundant energies, with a large reserve volume of oil, natural gas, coal and terrestrial heat, which are of high values for exploitation. As one of the key production base, Dehzou also has a high output of agricultural and sideline products, such as grain, cotton, fruit, vegetable and livestock commodities.
In recent years, both economy and social affairs have gained rapid development in Dezhou. It has now formed four competitive industries ---- equipment manufacturing, chemistry, textile and garment, and food production and also four emerging industries ---- new material, new energy, biotechnology and cultural & sports goods. Particularly, its new energy industry gains rapid development. There are now more than 100 companies engaged in the business, with an accumulated sale of solar water heaters of 19 million square meters. The Fourth International Solar Cities Initiative Congress will be held here in 2010. The city has got many honors like “ChinaSolarCity”, “ChinaFunctionalSugarCity”, “ChinaCentralAir-conditionerCity”, “National Hi-tech Bio-industry Base”, etc.
New energy industry of Dezhou
At present, new energy industry of Dezhou comprises of solar energy, biomass energy, wind power equipment manufacture, electric vehicle, and ground source heat pump. In 2009, there are all together 120 enterprises involved in the new energy business.
